Rail Mandates: Setting the Record Straight
Why NR/L2/OPS/033 Matters — And Where dBD Fits In
The rail industry has long recognised the importance of capturing safety-critical communication, especially during possessions and worksite operations. Network Rail’s NR/L2/OPS/033 business process was introduced to formalise that approach — ensuring that instructions issued by Persons in Charge of Possession (PICOPs), Engineering Supervisors (ES), and Safe Work Leader 2s (SWL2) are recorded clearly when directing engineering trains or on-track plant.
However, it’s important to understand the limits of the current mandate. Communications between Machine Operators and Crane Controllers — some of the specific rail team’ roles that dBD Communications primarily serve — are not included under the current scope. That requirement was deliberately redacted from the standard’s latest version.
That hasn’t stopped us preparing. dBD’s recordable Full Duplex Communication technology has been operationally ready since 2020, and it’s already delivering results within the HS1 infrastructure. But we believe in aligning with active compliance, not pre-emptive deployment. That’s why we’ll only activate recording functionality more widely when Network Rail formally extends the requirement to all team roles that we support. Until then, we continue to prioritise readiness, reliability, and proven capability — because real safety isn’t about assumptions. It’s about timing it right.

Rail Live 2025: Meaningful Conversations, Real Engagement
From the moment the gates, it was clear that Rail Live 2025 would be a standout event. With thousands of rail professionals in attendance and more than 300 suppliers on show, this year’s exhibition delivered a packed schedule of innovation, insight, and live demonstration — and we were right at the heart of it on Stand P80.
Our team was busy from start to finish. Interest in our Network Rail Approved communication systems remained high throughout, and we were thrilled to reconnect with familiar faces while introducing our latest technologies to new contacts across the sector. There was particular enthusiasm around our Athena and Apollo product ranges, with many visitors keen to explore how advanced duplex communication can support their own site safety and team coordination. Reflecting on the event, Andrew O’Connell, our Rail & Construction Account Director, commented:

GHI Americas: Ground-Level Innovation, Global Perspective
This year’s GHI Americas event was more than just a showcase — it was a moment of meaningful exchange, visibility, and momentum for dBD Communications. Known for gathering the biggest names in aviation services, the event offered our team the opportunity to do what we do best: combine practical innovation with real-world perspective.
Our stand enjoyed a strong position and steady traffic throughout, enabling us to engage with ground handling teams, operational leads, and technology decision-makers from across the Americas. But it was on stage where we truly elevated the conversation. CEO David O’Connell was invited to speak on two panel sessions, addressing how wireless communication systems are reshaping safety, training, and real-time response across ramp operations.
Joined by dnata’s Gino Matteoni and PrimeFlight’s Jon Jackson, David explored how frontline equipment is now playing a strategic role in both workforce readiness and operational resilience. With duplex communications moving from optional to essential in many apron environments, our insights struck a chord — generating strong post-session engagement and reinforcing dBD’s position as a trusted voice in aviation ground safety.
Despite some shifts in airline participation, the event was a valuable opportunity to reconnect, realign, and look ahead. We return energised by the conversations and optimistic about what comes next — including our plans to bring our next-gen solutions to the 2026 GHI Americas event in Panama.
G12 Malaga: Quietly Driving Global Standards
Alongside our public-facing efforts at GHI and Rail Live, we were also proud to have participated in the G12 De-Icing Committee in Malaga — a closed technical forum hosted by SAE International.
This highly focused event brought together specialists from around the world to examine future standards in de-icing operations, with wireless communication emerging as a key enabler of efficiency and safety. While the nature of the discussions remains confidential, David O’Connell’s contributions on behalf of dBD Communications reflected our continued leadership in shaping how duplex comms can be applied in high-risk, weather-critical aviation environments.
